Safe Streets

Transcona residents should feel safe at home, on transit, and in their neighbourhood.

Winnipeg should make fund a permanent Retail Crime Task Force, and make SafeShop a year round program, giving police the tools to target repeat retail theft and prolific offenders.

Transit needs a stronger safety presence. Drivers needs full enclosures, police officers should ride the routes with the most serious problems. Violence, open drug use, and serious disorder should be dealt with quickly.

Winnipeg should also expand its cadet program. Cadets can take on more lower level public safety work, allowing trained police officers to spend more time responding to violent crime and serious offenders.

The City should restore the arson task force and bring police, fire, bylaw, and property enforcement together to investigate suspicious fires and deal with problem properties.

A mental-health response team should become a fourth branch of 911. That would send trained crisis workers to appropriate calls while keeping police available for situations involving violence and serious crime.

People in crisis need the right help. People who steal, threaten, or repeatedly harm others need real consequences.

  • Retail Crime Task Force: Create a permanent Retail Crime Task Force to target repeat theft and property crime throughout the year.
  • Safer Transit: Put police officers on Winnipeg’s most dangerous transit routes and use cadets on other routes to enforce fares and protect drivers and riders. Fund full enclosures for transit drivers.
  • Expanded Cadet Program: Expand Winnipeg’s cadet program, freeing police officers to focus on violent crime and serious offenders.
  • Restore the Arson Task Force: Re-establish a dedicated team to investigate suspicious fires and coordinate police, fire, bylaw, and property enforcement.
  • Mental Health 911: Create a dedicated crisis-response branch.

Better Basics

Transcona residents are not asking City Hall for luxuries. They want the basics to work.

The 2025 transit changes created more problems than they solved. I will push to bring back the old transit system and restore the routes and direct connections Transcona residents relied on.

Too many streets have been ignored for years. Streets like Brewster Bay should not keep getting pushed to the back of the line while the same roads elsewhere receive repeated attention. I will make sure historically neglected streets finally get their turn.

When utilities or contractors damage a road, sidewalk, boulevard, or other asset, they should be held accountable. Taxpayers should not have to pay twice for the same job.

Major construction projects should move faster. Where work is away from residential areas and it is practical to do so, the City should use 24-hour construction to shorten closures and get roads reopened sooner.

Transcona also deserves its fair share of major infrastructure. I will work with the provincial and federal governments to secure funding for the East of the Red Rec Plex and get shovels in the ground during my first term.

Better basics means fixing what is broken, finishing projects faster, and planning ahead instead of playing catch-up.

  • You Break It, You Fix It: Make utilities and contractors fix what they break so taxpayers are not paying twice.

  • East of the Red Rec Plex: Secure federal and provincial funding and get shovels in the ground during my first term.

Smart Growth

Transcona needs growth that works for the people who already live here, while making Winnipeg the best city in Canada to build in.

City Hall should not approve major developments and figure out the supporting infrastructure later. Roads, sewers, drainage, transit, and emergency access should be ready before major growth moves ahead.

New development should also respect the character of existing neighbourhoods. Growth is important, but it should fit the communities around it and avoid creating unnecessary problems for the people already living there.

The inspection process needs to move faster. Routine construction inspections should be available by the next business day so builders are not left waiting with crews and projects sitting idle.

Winnipeg should also move to one-stop digital permitting. Builders and homeowners should be able to apply, submit plans, make revisions, pay fees, book inspections, and track approvals online from start to finish.

For major projects, every relevant City department should be at the same table. Applicants should get one clear set of requirements instead of conflicting comments and endless rounds of revisions.

Smart growth means protecting existing neighbourhoods, building infrastructure first, and cutting the delays that make it harder and more expensive to build in Winnipeg.

  • Infrastructure Before Sprawl: Require adequate roads, sewers, drainage, transit, and emergency access before approving major developments.
  • Next Day Inspections: Guarantee next business day inspections for routine construction booked before 2 PM, using more flexible inspector scheduling, online booking, and expanded video and photo inspections.
  • Protect Neighbourhood Character: Make sure new development respects the character of existing neighbourhoods.
  • Digital Permitting: Put the entire permit process online, from application and plan review to revisions, payments, inspections, and final approval, with real-time status tracking at every step.
  • One Review: Put every City department at the same table and give applicants one clear answer instead of conflicting comments and endless revisions.
